When you upgraded the system to Sierra the only version of iPhoto that will work is iPhoto 9.6.1. However, in order to obtain that version you must have downloaded some version of iPhoto 9 from the App Store prior to the system upgrade.

Apple has released Photos to the general public, but the current version of iPhoto Library Manager does not have any interaction with the new app, or with a Photos library. So the Fat Cat Software providing a new application to help you manage your libraries with Photos, and that new app is called PowerPhotos. From the list, select the iPhoto library. Click Choose Library. Wait for your photos to be loaded and launched in your new Photos app. From now on, you can manage all your photos using this app. Recover all your missing photos via the iPhoto app, especially if you have failed to migrate.

Go to the App Store and check out the Purchases List. If iPhoto is there then it will be v9.6.1

If iPhoto 9.6.1 is there, close the App Store, drag your existing iPhoto app (not the library, just the app) to the trash and then go back to the App Store.
Install the App from the App Store.

iPhoto the application and the iPhoto Library are two different parts of the iPhoto programme. So, reinstalling the app should not affect the Library. BUT you should always have a back up before doing this kind of work. Always.
NOTE: the key to this procedure is to move the existing version of iPhoto 9 to the Trash bin in the Dock (don't empty yet) before going to the App Store.
